Adding a payment method to Meta billing before your replies stop

Updated 2026-09-24 · 5 min read · By the Convo360 team

In short

Open Meta Business Manager, go to Billing, add a card or a bank payment method, and make sure it is attached to the WhatsApp Business Account that owns your number. A payment method on a different asset in the same Business Manager will not keep your messages flowing.

Key takeaways
  • The payment method must sit on the WhatsApp Business Account, not just the Business Manager.
  • Failure is silent: messages simply stop rather than producing a warning.
  • Indian cards often need international payments enabled.
  • Verify by checking the account status, not by assuming the card was saved.

Why this suddenly matters

Many Indian businesses have run WhatsApp Cloud API for years without ever attaching a payment method, because service conversations were effectively free and template volumes were small enough to sit inside credits.

From 1 October 2026 that stops being safe. Each number receives 1,000 free service conversations a month, and beyond that Meta charges. If there is no valid payment method attached, Meta does not extend credit or send an invoice. It stops delivering.

The consequence is that a perfectly healthy bot goes quiet mid-month, usually during your busiest week, with no obvious cause. From inside your own tools everything looks configured correctly, because it is.

Adding a payment method now, before the allowance becomes relevant, turns a potential outage into a small line item.

It is also worth doing while nothing is broken. Adding a payment method during an outage means working under pressure, often on a weekend, with an admin who may not be available. Doing it on a quiet Tuesday takes fifteen minutes and nobody has to be reached urgently.

Attaching it to the right thing

This is the step that goes wrong most often, and it is easy to miss.

Meta Business Manager can hold many assets: Pages, ad accounts, WhatsApp Business Accounts. A payment method added while setting up ads sits on the ad account. It does not automatically cover your WhatsApp Business Account.

  1. Open Meta Business Manager and go to Billing or Billing and payments.
  2. Find the section for WhatsApp, sometimes shown as WhatsApp Business Account payment settings.
  3. Add a payment method there specifically.
  4. Confirm the WhatsApp Business Account that owns your phone number now shows a payment method attached.

If you manage several WhatsApp Business Accounts, each one needs its own. A large business with separate accounts for separate brands will have several to check.

Check who has admin rights while you are in there. A common and painful discovery is that the only person who can edit billing left the company, or is an agency that set the account up two years ago. Sorting that out takes days rather than minutes, so it is far better found now.

Indian cards and the settings that block them

Indian businesses hit two recurring problems, and neither is obvious from the error message.

The first is international transactions. Meta bills from outside India for most accounts, so a card with international payments disabled will be declined even though it has a perfectly good limit. Most Indian banks let you enable this in the app in under a minute.

The second is recurring mandates. RBI rules around recurring card payments mean some cards fail on the second or third charge even after the first succeeded, which produces a much more confusing failure than an outright decline. A corporate card or a card from a bank that handles e-mandates well is worth using for this.

Whichever you use, tell your finance team what the charge is and roughly what size to expect, so that a small monthly debit from a foreign entity does not get flagged and blocked.

Keep a second card on file if your provider allows it. Cards get blocked for reasons that have nothing to do with you, such as a bank's fraud system reacting to a foreign merchant, and a backup means a decline is an inconvenience rather than an outage.

Verifying it actually worked

Do not rely on having filled in the form. Verify.

Check that the WhatsApp Business Account shows a payment method attached and no outstanding balance. If Meta shows any warning about payment on that account, resolve it before you need it. A card saved but unverified is not the same as a working payment method.

In Convo360, the channel health view will report a billing block on a number if Meta starts refusing messages for that reason. Seeing nothing there is a useful second opinion, although it is not a substitute for checking Meta directly, because the indicator only appears once something has already failed.

Write down what you checked and when. Billing configuration is exactly the kind of thing everybody assumes somebody else verified, and a one-line note in your operations document settles the question in six months when the same worry comes round again.

What a billing block actually looks like

Knowing the symptom saves hours of debugging in the wrong place.

Meta returns error 131042 when a message cannot be sent for a billing reason. In practice you will see outbound messages failing while everything else, including inbound, appears normal. Your bot receives messages and generates replies; they simply do not arrive.

Because inbound still works, it is easy to conclude the problem is with your own platform or your AI provider. It is not, and no amount of restarting or reconfiguring will help.

Convo360 recognises that specific code and reports it as a billing problem rather than a generic failure, which is the difference between a five-minute fix and an afternoon of investigation. It is also narrow on purpose: other error codes that look similar are not treated as billing problems, so you do not get told to check your card because somebody mistyped a phone number.

Do it this week

There is no advantage in waiting. Adding a payment method costs nothing until you exceed the free allowance, and the cost after that is small for most businesses.

The realistic risk is timing. Allowances run out fastest during festive periods, promotional campaigns and sales, which are exactly the weeks when a silent outage is most expensive and when everybody who could fix it is busy.

Fifteen minutes now, and a note in your calendar to check the billing status once a quarter, is the whole of the work. It is one of the few tasks in this category where doing it early has no downside at all.

Step by step

  1. Open Meta Business Manager billingGo to Billing or Billing and payments inside Business Manager, signed in as an admin of the business.
  2. Add the method under WhatsAppFind the WhatsApp Business Account payment settings specifically, not the ad account, and add a card or bank method there.
  3. Enable international paymentsMost Indian cards need international transactions switched on in the bank's app, or the charge will decline.
  4. Confirm it is attachedCheck the WhatsApp Business Account that owns your number shows a payment method and no outstanding warning.
  5. Tell finance what to expectA small recurring charge from a foreign entity is often blocked by well-meaning finance teams. Warn them first.
  6. Recheck once a quarterCards expire and mandates lapse. A quarterly check takes two minutes and prevents a silent outage.

Frequently asked questions

Does adding a card mean I will be charged immediately?

No. You are charged only for conversations beyond the free allowance and for template messages you send. Many small businesses will add a card and see no charge at all in a quiet month.

Can I use a prepaid or virtual card?

Sometimes, but it is risky. Prepaid cards frequently fail recurring charges, and the failure mode is your messages stopping. A regular corporate card with international payments enabled is far more reliable.

What if my business is billed through a BSP?

Then the BSP holds the payment relationship with Meta and you pay them instead. Confirm with your provider which model you are on, because the answer determines whether this task applies to you at all.

How do I know the allowance has run out?

Outbound messages start failing with error 131042 while inbound continues to work normally. Convo360 flags that code as a billing problem rather than a generic send failure.

Does this affect my AI costs too?

No. Your AI provider bills you separately for model usage on your own key. Meta's charge covers message delivery only, and the two are entirely independent of each other.
