Marketing, Utility and Authentication templates: what each allows

Updated 2026-10-14 · 5 min read · By the Convo360 team

In short

WhatsApp templates fall into three categories: Marketing (promotions, offers, re-engagement), Utility (order and account updates tied to an existing transaction) and Authentication (one-time passwords and login codes). Meta reviews and prices each category differently, and submitting the wrong category for the content is the most common reason templates get rejected or reclassified.

Key takeaways
  • Marketing templates need explicit opt-in and cover promotions, offers and re-engagement messages.
  • Utility templates must relate to an existing transaction — order updates, appointment reminders, account alerts.
  • Authentication templates are narrowly scoped to one-time passwords and verification codes, nothing else.
  • Mixing promotional content into a Utility template is the most common cause of Meta rejecting or reclassifying it.
  • Category affects both review strictness and Meta's per-message pricing, so picking correctly matters for cost, not just approval.

Why categories exist

Meta requires every WhatsApp template to be submitted under a category, Marketing, Utility or Authentication, so it can apply the right review standard and pricing to each. A promotional offer and an order-shipped notification carry very different expectations for a recipient, and the category system reflects that difference rather than being an arbitrary label.

The category you declare also shapes how strict Meta's review is. A template that's honestly and narrowly scoped to its declared category tends to move through approval faster than one trying to squeeze in a bit of everything, which is one reason it pays to think about the category before writing the copy, not after.

For a business running many templates across order updates, appointment reminders and festive campaigns, thinking in categories from the start also makes it much easier to track which templates need which kind of opt-in, rather than treating consent as an afterthought once a template gets rejected.

Marketing templates

Marketing templates cover promotions, discount codes, new product announcements, festive offers and general re-engagement messages. These require the strongest opt-in: recipients need to have genuinely agreed to receive promotional content, not simply have placed one order in the past. Examples: 'Diwali sale: 20% off till Sunday' or 'We miss you, here's 10% off your next order.'

Because Marketing messages are the least tied to a specific customer action, Meta also reviews the opt-in trail more carefully here than for other categories. A business should be able to show where and when the customer agreed to promotional messages if ever questioned.

Utility templates

Utility templates must relate to a specific, existing transaction or account activity: an order confirmation, a shipping update, an appointment reminder, a payment receipt, an account alert. They are reviewed against a narrower policy since they're tied to something the customer already engaged in, not a fresh sales pitch. Examples: 'Your order #4521 has shipped' or 'Your appointment is tomorrow at 4 PM.'

The defining test for Utility is whether the message would make sense without any promotional framing at all. A shipping update stands on its own as useful information regardless of whether the customer is currently in a buying mood, which is exactly what separates it from Marketing content.

Authentication templates

Authentication templates are the narrowest category, limited to one-time passwords and verification codes for login or transaction confirmation. Content here is tightly constrained: Meta expects little beyond the code itself and a short instruction, given the sensitivity of what's being sent. Example: 'Your verification code is 482913. Do not share this with anyone.'

Because of how sensitive OTP delivery is, businesses should never route a customer's actual login or payment OTP through a general-purpose AI reply. An Authentication template, sent through a controlled, purpose-built flow, is the appropriate channel, not free-form chat. This is also consistent with the platform-wide rule that a bot should never itself ask a customer for an OTP, a full card number or a password during conversation.

Common rejection reasons

MistakeWhy it's rejected
Discount code inside a Utility templatePromotional content doesn't belong in a transactional category
Vague or generic wordingMeta reviewers can't verify the template matches its declared category
Missing required variablesTemplate structure doesn't clearly map to the claimed use case
Excessive emojis or all-caps textCan read as spammy regardless of category and slow review

Keep each template to one clear job matching its declared category, and it will pass review far more reliably. For a full walkthrough of the submission and approval process itself, see the template approval guide.

Pricing differs by category

Meta prices conversations differently by category, and rates change from time to time. Check Meta's own current pricing at business.whatsapp.com rather than relying on a fixed number quoted elsewhere. The practical takeaway for planning is conceptual: Utility messages tied to transactions are typically the most predictable to budget for, since they map directly to order or booking volume.

Meta now bills per delivered message, not per conversation, and from 1 October 2026 replies inside the customer-service window are charged too, after 1,000 free service messages per number per month. Choosing the right category on Convo360

In WhatsApp Studio, select the category when creating a template, and Convo360 flags common mismatches before submission, for instance warning if promotional language appears in a template marked Utility. See /docs/templates/ for the submission workflow.

Once a template is approved, the Flow Builder's Send Template block shows its category alongside its name, so anyone building or reviewing a flow can see at a glance whether a given automated step is sending a Marketing, Utility or Authentication message, without opening WhatsApp Studio separately to check.

WhatsApp Studio also supports carousel and WhatsApp Flow-based templates, which still carry one of the same three categories underneath their richer format. A carousel showcasing new arrivals is still a Marketing template for approval and pricing purposes, even though it looks and behaves differently from a plain text message.

The category also decides how a template is sent from 13 October 2027: marketing templates must go through Meta's Marketing Messages API, while utility and authentication stay on the Cloud API. See what changes for marketing messages in 2027.

Frequently asked questions

Can I change a template's category after it's approved?

No, changing content that shifts the category typically requires submitting a new template for review rather than editing the approved one in place, so keep the original live until the new version clears review.

Which category needs the strongest opt-in?

Marketing. Recipients need to have clearly agreed to receive promotional messages, unlike Utility templates tied to a transaction they already engaged in, where consent is implied by the purchase or booking itself.

Can an appointment reminder include a small offer?

It's risky — mixing promotional content into a Utility template is a common rejection reason. Keep reminders purely transactional and send offers as separate Marketing templates.

Are Authentication templates only for OTPs?

Yes, this category is narrowly scoped to one-time passwords and verification codes, with tightly constrained content requirements compared to the other two categories, and no room for branding or promotional lines.

Does the category affect how fast a template gets approved?

Utility and Authentication templates are often reviewed against narrower, more predictable criteria, while Marketing templates can face more scrutiny given their broader promotional scope and stricter opt-in expectations.
