What are WhatsApp messaging limits and tiers? A plain-English guide
WhatsApp messaging limits cap how many unique customers a business can start conversations with, using approved templates, in a rolling 24-hour period. Limits sit on a tier ladder. You start low and Meta raises the tier as you verify your business and send good-quality messages at volume. Replies inside the 24-hour service window do not count. Plan broadcasts in paced batches below the cap.
- The limit counts unique customers you message first with a template in a rolling 24 hours, not total messages.
- Replies to customers who wrote to you in the last 24 hours do not use up the limit.
- Tiers rise when you verify the business, keep quality high and regularly use a good share of the current limit.
- Meta publishes the exact tier figures and changes them, so check the official page before planning a big send.
- Convo360 paces each campaign, stops at 80% of your tier and pauses by itself if Meta signals a spam or quality limit.
What are WhatsApp messaging limits?
On the WhatsApp Business Platform, a messaging limit is the maximum number of unique customers you can open a conversation with in a rolling 24-hour period. Opening a conversation means sending an approved template to someone who has not written to you in the last 24 hours. A Diwali offer, a fee reminder and a delivery update sent first by you all count.
The limit is about people, not messages. Three templates to the same customer in a day use one slot. One template each to three customers uses three.
Meta uses the limit as a trust system. A new sender gets a small allowance, shows that customers welcome its messages, and earns a bigger one. This protects WhatsApp users from spam and protects careful businesses from being lumped in with careless ones.
How does the tier ladder work?
Limits are arranged as a ladder of tiers. Every business starts on the lowest rung and climbs. Meta's current levels are 250, 2,000, 10,000, 100,000 and then unlimited unique customers in a rolling 24 hours. The limit is set for your whole business portfolio and shared by every phone number in it. Meta has revised these figures before (the old 1,000 level became 2,000), so treat any number you read in a blog as a snapshot and confirm it on Meta's messaging limits page.
| Stage | What it means | How you move up |
|---|---|---|
| Starter tier (250) | A small daily allowance for new business portfolios | Complete business verification in Meta Business Manager, or build a record of delivered, well-received templates |
| Middle tiers (2,000, 10,000, 100,000) | Allowances that suit regular campaigns to a growing list | Keep quality high and use a good share of your current limit over a week |
| Top tier | Effectively no daily cap on unique customers | Sustained volume with consistently good quality |
Two things drive every upgrade: quality and volume. Meta raises the tier automatically when your recent messages are well received and you are actually using the allowance you have. A number that sends to 50 people a week has no reason to be moved up. A poor quality rating holds the upgrade back, which is why the two ideas always travel together. Meta also says that a drop in quality rating does not downgrade the limit you have already earned.
What counts towards the limit and what does not?
- Counts: any template sent to a customer outside the 24-hour customer service window. Marketing, Utility and Authentication templates all count.
- Does not count: replies to a customer who messaged you in the last 24 hours. Your chatbot can answer as many incoming enquiries as it receives without touching the limit.
- Counts once: repeat templates to the same customer inside the same 24 hours.
The window is rolling, not a calendar day. If you message 600 people at 11 am on Monday, those 600 slots free up at 11 am on Tuesday, not at midnight. This matters when you schedule the second half of a large list.
Messages blocked by the limit are not queued by Meta. They fail with a rate-limit error, so an unplanned send to a list bigger than your tier wastes part of the campaign unless your tool holds the remainder back for you.
How do you plan a broadcast inside your tier?
Start with three numbers: your current limit, your list size and how many slots other sends will need on the same day. Order confirmations and appointment reminders use the same allowance as promotions.
Take an illustration. A Pune furniture store has 3,000 opted-in contacts for a Gudi Padwa offer, and its business portfolio is currently at the 2,000 level, so it can reach 2,000 unique customers in 24 hours. Sending everything at once would fail for a third of the list. A planned send looks like this:
- Reserve headroom for daily utility messages, so plan on about 1,500 promotional sends a day.
- Split the list into segments, most engaged customers first. Recent buyers react better, which helps quality early in the campaign.
- Send one segment a day over two days, starting each batch after the previous day's slots have freed up.
- Start the campaign early enough that the last batch still lands before the festival.

Why send in paced batches below the daily cap?
Meta's API can accept messages far faster than most businesses should send them. Speed is not the goal. Feedback is.
When a campaign goes out gradually, Meta sees how the first few hundred customers react before the rest of the list is touched. If the list or the wording is poor, blocks and reports show up early and you can stop. If everything leaves in two minutes, the damage is done before anyone notices.
Staying under the cap matters for the same reason. Hitting the ceiling triggers rate-limit errors, and a sender that repeatedly slams into its limit looks less careful than one that consistently uses a healthy share of it. Steady use at good quality is exactly the pattern that earns the next tier.
How does campaign pacing work on Convo360?
In Convo360, every WhatsApp broadcast created in WhatsApp Studio has a sending speed and safety step. The defaults are the safe choice, so you do not have to configure anything, but each control has a clear job.
| Control | What it does |
|---|---|
| Send-speed presets | Gentle, Normal or Fast. The form shows how long the campaign will take at the chosen speed. |
| Send window | Limits sending to chosen hours, such as 9 am to 9 pm, in your time zone. Outside the window the campaign waits and continues by itself. |
| Daily cap at 80% of the tier | Reads your number's current Meta limit and stops at 80% of it, counting every campaign on that number. The rest goes out when the 24-hour window frees up. |
| Failure circuit breaker | Pauses the campaign if too many recent messages fail, so you can check the list before continuing. |
With these on, the Pune store above simply uploads all 3,000 contacts once. The campaign spreads itself over the days it needs, inside the send window, without anyone babysitting it. New numbers do well on Gentle for the first week. The campaigns documentation lists every option.
What happens if Meta limits you mid-campaign?
Sometimes Meta returns a spam or quality limit error in the middle of a send, even when you planned well. On Convo360 the campaign pauses itself at that moment. Contacts who have not been messaged stay queued instead of being marked failed, and the campaign card shows the reason and the next retry time.
The platform then resumes automatically, first after about an hour and then at longer gaps of up to 24 hours, until the list is complete. You can press Resume now to try sooner or cancel the remainder. While it is paused, check your number's limit and quality under WhatsApp, Manage, and review the template wording using our template approval guide. You can try all of this on the 14-day free trial.

Frequently asked questions
What is the WhatsApp Business API messaging limit?
It is the maximum number of unique customers you can message first, using approved templates, in a rolling 24-hour period. It rises through tiers as Meta gains trust in your sending. Meta publishes the current tier figures in its developer documentation and updates them from time to time.
How do I increase my WhatsApp messaging limit?
Verify your business in Meta Business Manager, send only to customers who opted in, keep your quality rating healthy and regularly use a good share of your current limit. Meta then raises the tier automatically. There is no form to fill and no fee to pay for a higher tier.
Do replies to customers count towards the messaging limit?
No. When a customer messages you, a 24-hour customer service window opens and your replies inside it do not use the limit. Only conversations you start with a template, outside that window, count. A chatbot answering incoming enquiries is therefore not restricted by the tier.
What happens if I send to more people than my limit allows?
Messages beyond the limit are rejected by Meta with a rate-limit error and are not delivered later by themselves. A good broadcast tool holds the remaining contacts in a queue and sends them once the rolling 24-hour window frees up, instead of marking them failed.
Is the WhatsApp messaging limit per day or per 24 hours?
It is a rolling 24-hour window, not a calendar day. A slot used at 3 pm today becomes available again at 3 pm tomorrow. Plan the next batch of a large campaign around the time the previous batch went out, not around midnight.
Does the messaging limit apply to each phone number separately?
No. Meta now sets the limit for the whole business portfolio, and every phone number in that portfolio shares it. Splitting a campaign across several numbers in the same portfolio does not give you extra capacity. Meta has revised this rule before, so confirm the current position on its official messaging limits page.
